The training courses provided by Copper Theft Solutions have been designed by our professional training experts that work in the field. Sue Lavin is the main presenter and she is accompanied by guest presenters on each course.
Susan (Sue) Lavin is an Officer in the San Francisco Police Department (SFPD). She has 13 years of Law Enforcement experience, two years with the San Francisco Sheriff's department and 11 years with the SFPD, currently assigned to the Captain's Staff in Bayview Station. Sue is a Code Enforcement Officer and Homeless Coordinator. She has been responsible for monitoring San Francisco Metal Recycling dealers since 2003.
Sue has been instrumental in changing legislation for the Junk Laws, working with Supervisor Maxwell and the City Attorney's Office in 2004. Sue has also been working with Supervisor Cohen on the new junk legislation that was passed and goes into effect on June 1st, 2013. This new junk legislation is the first in the country to require every Junk Gatherer or Junk Dealer to be permitted through the SFPD to do business in San Francisco's Recycling Centers.
Sue has used this detailed knowledge of the law to successfully undertake a significant number of sting operations on San Francisco's Metal Recycling dealers. These sting operations, combined with over 100 metal theft investigations, have resulted in many arrests and successful prosecutions. Sue's knowledge and work investigating metal theft allows her to identify if junk dealers are complying with local and state laws then determine whether to pursue civil or criminal prosecutions (or both).
Sue works closely with utility companies and City Agencies on the enforcement of theft from their yards. Examples include Pacific Gas & Electric (PG&E) for copper theft and the San Francisco Department of Public Works (SFDPW) for the theft of manhole covers and back flow preventers.
Sue is a metal theft expert that testifies in court for civil, criminal and administrative cases of metal theft. Sue is a California Post Certified Instructor.
